"Protecting Freedom of Expression on the Campus"
#2. Harmful behavior suggests behavior that causes distress or injury to a person. This behavior could be in the form of physical abuse such as an attack on one's person. It could also be abusive such as a continued verbal assult.
Offensive behavior is behavior that does not inflict a "wound" such as physical or verbal abuse. Offensive behavior causes distress to one's feelings or emotions or sensibilities or morals. Offensive behavior does not cause long term damage.

I would suggest that if a topic is "offending", a person has the right to voice an opposition and, at some level, may have the ability to avoid an offneding situation. I consider something to be "harmful" when it poses a threat to a person's physical, and emotinal, well-being.
